The Background Update experiment is coming to an end. Starting in version 96, it should be enabled by default. We may also want to get rid of app.update.background.experimental.

• User impact if declined: We are planning to complete the rollout of Background Update in version 96. If we do not uplift this, either we will have to try to extend the experiment or else users will have Background Update turn off in version 96.

• Why is the change risky/not risky? (and alternatives if risky): This patch pretty much just makes an existing feature default to being turned on instead of defaulting to being turned off.
