174022 - Build the NPAPI tester plugin on OS/2

The npapi.dll is only being built on windows right now. Currently there are no
makefiles in any of the subdirectories of mozilla\modules\plugin\tools\tester.
These need to be added to port the NPAPI tester plugin to other platforms.

I will be attaching some makefiles and a diff to get the NPAPI tester plugin
working on OS/2. The os/2 specific directory would get checked in -
mozilla\modules\plugin\tools\tester\os2.

Added some dirs to mozilla\modules\plugin\Makefile.in to get the plugin
building. Also needed to include XP_OS2 in the #ifdefs.

I sent Jessica a side note asking if she planned on checking this in, she
responded stating that the fix was checked into the trunk last night (20021104)
