We want to do a deploy for tecken tagged 2021.11.09.

It consists of the following:

fd19dcf: Fix symbolication docs note (willkg)
9ff5c63: bug 1739447: emit incr when TeckenProxied header exists and is 1 (willkg)

This also pushes out the nginx configuration change to proxy Tecken /symbolicate/v4 and /symbolicate/v5 requests to Eliot.

    This allows us to track proxied and unproxied requests so we know when
    to remove the proxy bits.

I watched graphs for a while. Everything looks spiffy. Marking as FIXED.
