Actual results:

It's expected that the cursor goes to the address bar when a new window is opened. Where are you expecting it to go? Are you using an add-on that replaces the new tab page?

Hi Harry, thank you for looking into this bug that has popped up again after a couple of years hiding under a rock.
The "focus at address bar upon launch" was a long time / years ago bug (feature for some users) but fixed many major releases ago - such that at launch Firefox made the focus initiate at the location designated by the user in the "New Tab" settings. In my case, and for 90% of users that I interact wirh, this means opening with the focus at the Google Search box below a new daily graphic (Google provided) centered on the newly lauched, or new openned, window/tab. Others use a different search engine but the same concept applies - place the focus where the user expects it - for the users convenience.
As I recall this "why intentionally piss off the user [ force the user to make extra mouse motions ]" feature (solved by focus as perfered by user) has been briefly "broken" twice over the last 5-6 years (as now again broken) but quickly corrected after users bring it to Firefox's attention.
I, and in general users, understand that some geeks (occasionally me too :) like to employ the address bar to type/enter specific sequences. But for non-geeks this is a major pain-in-the-behind - typical users, like myself, seldom type much of anything - we just use the mouse.
I understand that one may use the address bar in this way but it simply is visually non-intuitive to do so.
As a principle (CTO) in companies designing communications systems, all of which require UI's, a guiding principle has, for decades, been to always ask the question - "Does the user input make sense from their perspective - if so make their request happen". [ i.e., never force arbitrary "convenient for the developer" sequences on the user. ]

You're referring to the search handoff feature AFAICT. Sorry, but this is by design and we don't have plans to change it. You can search from the address bar directly. This has been discussed at length in bug 1707701 and elsewhere.
