Links in replies dropped due to "moz-do-not-send" being added

Steps to reproduce:
I replied to an HTML newsletter. While editing my reply everything looks normal: Headlines with anchors (links) around them were visible.
Actual results:
The receiver - who also uses Thunderbird 91 - could not see the headlines. They were hidden via an automatically added "moz-do-not-send".
I could verify this behaviour in my sent folder and by sending such a mail to myself. In both cases, the links (headlines) were visually hidden, but present in the source code of the mail.

The answers - and all web search results I found for "moz-do-not-send" were related to image handling.
Expected results:
As a general rule, links should continue to work in replies.
At least there should be a warning that Thunderbird will hide (certain) links.
From what I understand about "moz-do-not-send", this is intended to control image handling. So why does it hide (certain) links in replies? Looks like a bug to me.
