We've verified that the "Upgrade" spotlight is not displayed by following the steps provided in comment 5 using Firefox Beta 95.0b8 en-US (Build ID: 20211116185800) and Firefox Nightly 96.0a1 (Build ID: 20211116093425) on Windows 10 x64, macOS 11.6, and Ubuntu Linux 20.04 x64.
