Steps to reproduce:
1, launch Firefox Developer Edition 95 (same on the stable version)
2, click the menu button on the right top corner, or click any button which can expand, such as web developer tool, firefox account etc.
Please NOTE: this happens on the second monitor on Windows 10.
The monitor is not the primary monitor.
I have two monitors, and make the out-connected monitor as my primary, this happens on my notebook monitor.
Actual results:
all the menus can not expand, they show only on line.
Expected results:
the menus should expand all.

the builtin monitor has high resolution, and scale for 125%.
When I switch the builtin monitor as primary, this issue is gone.
