174174 - fullscreen: defaults to icon

Set show -> text via customize while in normal mode then enter fullscreen mode
it automatically changes to icon's only.  You can then to to the customize
window again and even though it is icon's that are displayed, it still shows
"text" as being selected.  The same is true for "icons and text".

I can confirm this behaviour on the linux build 20021019. When you come back out
of fullscreen mode, the toolbars are all large size as well, even though 'text'
is supposed to employ small toolbars.

View --> Toolbars --> Customize
Select 'text', then Done
press F11, and then F11 again.

Confirmed for Linux build 20021020.  In addition people might like to
be careful when trying to reproduce this - I managed to kill the KDE3
beta window manager just by hitting F11 a couple of times.

Please disregard my previous wfm.  I confused F11 "full screen" with my window
manager's "full screen."  I can reproduce using 2002102008 with xfce or fluxbox.

Also, if you don't change to "text" but F11 to full screen and then change to
"text," when you F11 to escape full screen you will have icons.  (And maybe no
menu bar above the toolbar--I think it depends on how your wm is configured. I
had to resort to xkill when trying this.)

After setting text only, F11 does display icons. However, after pressing F11
again, the browser is back to text.
