For the past months we've been hitting major delays with Windows 10 Azure worker spin up time. During a regular workload, it's annoying but manageable. However, when there's a sudden spike in requested jobs it can cause a major backlog on all trees, especially autoland and m-c. If there is bad timing, this can also affect releases (beta, release, esr).

We should look into if we can do anything to (temporarily?) fix this for as long as worker-manager hasn't been fixed yet.

Is this better since the worker-manager fixes in H1?

Haven't observed this recently.
