17422 - When new windows created, no content is drawn

Platform: reproduced on Linux, Win32, Mac OS

To reproduce:

- Launch the browser
- Select File | Open and open a local file
- Open the Manage Bookmarks window; double-click on a bookmark
- Open the History window; double-click on a previously visited site

Result: In each new window that is opened (for the local file, the bookmark, the
previously viewed site), you see chrome but no actual content.

Expected result: You should see content.

I am told that the newly generated windows will display content if you enter a
new URL in the Location: control or select a bookmark.

I'm filing this under UE/UI because this change happened when the newer UI was
put back into the product. This may be a mistake on my part!

Hmmm ... I just don't see this problem with my build from 1999-10-27.  Can you
try it again with today's build?  (Or drag me over to your machine and show me.)
