I'm using Windows 11 convertible laptop.

The issue seems to be reproducible on my end as well, using a Dell XPS with touch screen with Win 11. The toolbar density stays to normal, when switching to tablet mode, on Nightly from 2021-11-21. The bug doesn't seem to be a regression, at least in my case, I was also able to see this behavior on Firefox 60.0.
