1742332 - Add a devtools-no-eft variant

In Bug 1741808, we plan to enable devtools.every-frame-target.enabled on Nightly.
This pref has a big impact on DevTools core behavior, and although we did check that it's working properly, we may have missed some specific issues that would need to disable the pref.
In order to not make that rollback too difficult, we can have a variant to run the tests with the pref disabled, until we remove the pref entirely.

Since we're going to enable EFT on Nightly and let it bake there a bit to
get feedback, we might face a situation where we have to disable EFT.
Having these test variants will help us to not regress non-EFT cases so if
we ever have to rollback EFT, there wouldn't be extra work.
