[Steps to reproduce]:

1. Navigate to any page.
2. Click the “Save to Pocket” toolbar button.
3. Press the “Tab” key until the “Sign up with Firefox” and “Sign up with email” buttons are focused.
4. Observe the behavior.

[Expected result]:

• The “Sign up with Firefox” and “Sing up with email” buttons have focused states.

[Actual result]:

• The signup buttons have no focused state.
