Summary: a constant is being redeclared → JS warning: a constant is being redeclared
After doing a search on LXR, I find the constant is only declared in two places,
one under mailnews, one under mail (which belongs to Thunderbird).  The relevant
file which defines it, mailCommands.js, is only called in about eight places.

Reporter: do you still see this strict warning in a recent nightly?
