Currently a site permission addon can be installed, but the funcitonality is not necessarily enabled. Worse case, it's a do-nothing addon, so this is a low priority.

This issue have been superseded by changing the implementation to user a separate AOM provider which synthesize the list of extensions from the site permissions granted (Bug 1778959), closing it as invalid because it is not valid issue anymore for the new implementation introduced with Bug 1778959.
