You cannot create a bookmark in a folder. File Bookmarks does not have an 'OK' button.

If you have a folder where you want to book mark the site you are currently on,
you must 'Bookmark This Page' then 'Manage Bookmarks' to move it where you want
it.  'File Bookmarks' does not have an 'OK' button to allow you to finish using
that screen.

Reproducible: Always

Steps to Reproduce:
1.  Bookmarks->File Bookmarks
2.  There is no 'OK' button to allow you to create a book mark in a certain folder.
3.



Expected Results:  
Bookmark This Site or File Bookmarks should ask you where you want the book mark
to be created.
