no longer able to "move" items in menus and sub-menus

Steps to reproduce:
Tried to move a NEWly added menu item to where I want it in menu.
64 bit firefox to be sure, patched weekly with most recent patches on fedora.
After putting a recently bookmarked item into my "accounts" sub-menu, I tried to select (left click and hold) to drag the new item to where I wanted in the sub-menu which has over 20 entries already (I organize alphabetically).
Actual results:
I left-clicked on the new item, held the mouse down and tried to move it up where I wanted in the menu. It shows an insertion point correctly (colored line between two other items), but does not move. This has been working for years.
I also tried the same thing with the bookmarks menu manager - same result.
I also tried "cutting" the new item in the menu manager and then tried to paste it.
The cut items appears dimmed out but will not paste.
Expected results:
I have been doing this to order my menus for years. Normally holding the left button down on the menu item to be moved allows you to drag it where you want.
I am still able to drag something from the recently bookmarked into my "accounts" sub-menu (my sub-menu name), but once there I cannot drag it to where I want it which had been working till recently.

The Bugbug bot thinks this bug should belong to the 'Firefox::Bookmarks & History' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
