Steps to reproduce:
In Firefox I turn the browser history off because of security reasons (instead I use bookmarks). In former versions of Firefox the homepage of "Startpage.com" appeared on the main screen,when I opened Firefox,no matter if the browser history was turned on or off.Since Version 91 or 92 of Firefox this has become different.I discovered recently the reason for this bug.
Actual results:
Since Version 91 or 92 the Firefox homepage or -in my former system Manjaro Linux- the homepage of Manjaro, appeared as startpage of Firefox,when opening Firefox.When I turn on the browser history in Settings,the startpage of "Startpage.com" becomes the home screen in Firefox.When I turn browser history off,then the Firefox home page appears on the home screen.Moreover,when I add the address of Startpage search engine in Settings - Startpage - userdefined addresses,restart Firefox,this setting disappears or is not saved.When I turn on browser history then this setting is saved.This I found out by accident !
Expected results:
When I choose Startpage as starting page of Firefox,it should remain so.When I open Firefox the Startpage.com home page should appear right away and not the Firefox home page,no matter if I turn browser history on or off,as it was normal in former Firefox versions,since 2016,the time when I began to use Firefox.

The Bugbug bot thinks this bug should belong to the 'Firefox::Bookmarks & History' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
Hi,
So you are not adding startpage.com as a search engine in about:preferences#search > "find more search engines" right?
In order to reproduce the bug you are doing these steps:
- go to about:preferences#home i set "Homepage and new windows" to www.startpage.com
- go to about:preferences#privacy
- select "security and privacy" and uncheck the box "Browsing history"

I've had a play around with this and I can't reproduce it. It would be useful if you could include a screenshot of the "New Windows and Tabs" in the "Home" section of preferences.
