1743350 - Show "Edit as HTML" option when right-clicking text nodes

1. Go to any page with text (eg. http://example.org/).
2. Inspect a node with text, and right-click the text in the inspector.
3. Notice that there's no "Edit as HTML" option. This makes it hard to add new nodes between text.

I can't reproduce this on my machine. The "Edit as HTML" context menu item is available for me.

What could be different in our configs?
What Firefox version and OS do you use?

Oh, oops, this only happens for "#text" nodes (see screenshot).

(This is Nightly on Windows, but don't think that matters.)
