Say, for example, you edit taskcluster/ci/toolchain/clang.yml, and replace clang-13 in fetches.fetch for linux64-clang-13 with clang-42.
The use_fetches transform then fails with:
Exception: Missing fetch job for toolchain-toolchain-linux64-clang-13: clang-42
Note the repetition of toolchain.
