New PDF viewer, can't "save file as..." to a customer location

Steps to reproduce:
I received an email with PDF attachment, double clicked the PDF to view it.
Actual results:
There was no right-click to "save as..." to different location. I had to close the file then go back to the email attachments, right click the file, and then save it to desired location.
Expected results:
In previous version of Thunderbird, before you introduced the "in-app PDF viewer" I could double click the PDF attachment and then right-click "save as" to a custom location. This is no longer available and makes it a bit of a nuisance.

Upper right, there are three icons. One is "Download" to save. That used to ask... now it apparently just saves to Downloads (at least on trunk).

I get asked testing 91.4.0 when I open a PDF attachment in the PDF Viewer and use the Download icon.
There is no "Save As" in the context menu as I mentioned in comment 16
