Steps to reproduce:

With browser.download.improvements_to_download_panel set to true
Download file of a type that is set to always ask
Choose the Open With option
Click Ok

Actual results:

Application chosen to open file correctly handles file, but instead of file being placed in a temp directory it is instead placed in the downloads directory

Expected results:

Application chosen to open file correctly handles file, and file is placed in a temp directory.

With browser.download.improvements_to_download_panel set to false everything works as expected

I'm afraid this is intentional. There are extensive comments in bug 1738574 explaining why we're going to stop saving these to tmp.

Well thats unfortunate. This is sure to be just another change in a long list of many as to why people are leaving Firefox.
Just because everyone else does it doesn't mean Firefox has to do it as well...
