Insecure downloads not starting is not apparent to user

Steps to reproduce:
Start downloading a file from a source that is considered insecure by Firefox. For example, QtCreator installer from this link:
Actual results:
The download is added to the queue in a paused state. No indication to the user that the download is actually not started.
This has caught me off guard more than once, when after several hours of waiting I discovered that a download didn't even start. This is so annoying that I had to disable the feature completely.
Expected results:
The user should be made aware that the download is insecure and is not started. The user should have an opportunity to start the download immediately as he is adding the download to the queue. Ideally, the indication of an insecure download should be in the download dialog window (where the user selects between saving the file and opening in an external application), and pressing the OK button in that dialog should be the confirmation that the user does indeed want to download the file.
