crashes Phoenix. Workaround: enable viewing of Navigation Toolbar prior to
selecting the Edit|Preferences applet.

Reproducible: Always

Steps to Reproduce:
1.Customise toolbars so that Navigation Toolbar is empty
2.Turn off viewing for Navigation Toolbar
3.Select Edit|Preferences

Actual Results:
Browser hangs and has to be closed via Task Manager

Expected Results:
Displayed the Preferences applet
worksforme with recent builds.
