1744788 - Implement scrollable dropdown for address form autofill

Given the address autofill spec, we should implement a scrollable dropdown so that the items in the form autofill dropdown are easier to use.

Otherwise we will run into the case where someone will many addresses will not easily be able to determine which address they are autofilling (if addresses' information is similiar) or the dropdown flows off the page and visually blocks the other inputs that will be autofilled.

This will need investigation before it can be worked on, as working with the autocomplete menu can be a bit tricky and not straightforward.

Link to the old designs does not work anymore, but we have new designs anyway.
