Netscape 4.x had "Newsgroups" menu item before "Address Book" on the menu. Mozilla has them reversed. There is some value in maintaining the 4.x order since users will be used to it.
I don't think this is a usability issue at all. In fact we believe the address book through some new envisioned functionality will gain in importance, hence the new placement. 4.x is somewhat irrelevant in the context of an all new application and Tasks menu.

The menu placement on this menu should probably be based on frequency of use, right? I guess the correct way of deciding menu order is to actually test a group of users once all functionality is in application. You could even wire up a build to test things like this and distribute it to a group of users over the net to gain statistics.

Another suggestion: maybe you could group related items together; eg: +-------------- | Browser | Editor +-------------- | Mail | Address Book | Newsgroups +-------------- | ... | ... | Don't know if this is an improvment, but you could try a small usabilty study and see.
