- Open the Firefox browser with the profile from prerequisites.
- Navigate to "about:logins" page.
- Click the avatar on the right corner of the "about:logins" page.
- Observe the Firefox Accounts website opens on another tab and loads once.
- Go back to the "about:logins" page.
- Click the avatar on the right corner of the "about:logins" page again.
- Observe the Firefox Accounts website.
[Actual results]:
The Firefox Accounts website loads twice.
[Expected results]:
The Firefox Accounts website only loads once.

Same behavior when using Firefox account icon > "Manage account" in address bar. Firefox account tab activated and reloaded.
While it is a minor annoyance, it's best to reload that page to keep information fresh.
Moving to Firefox Account so they can triage it.

No idea why this happens, but we end up calling switchToTabHavingURI, which is very commonly used to open tabs. The impact is so low that I don't see us getting to it any time soon (although maybe it will be fixed independently if the behaviour is noticed in other contexts)

Managed to reproduce this on macOS 11.6, Windows 10 x64 and on Ubuntu 20.04 x64.
