It's unlikely that fixing the "use strict" statements in unrelated tests caused this regression.
Looking at the failure logs, out of the two tests modified in Bug 1744756, only browser_proxyAuth_prompt.js is executed in the same test run. However, it runs after the failing test.
I wouldn't rule out that changing tests in that directory could have slightly changed timing and therefore exposed this intermittent failure.
