applies to #23253

removes all instances of the "ahem" css flag that appears in any file in the css directory of this repo, as it is no longer a valid requirements flag. Valid flags can be found here.

PR 31990 applied with additional changes from upstream: c403e5bb6e11f44dc04aad746d5f06dd22ed211b
