Steps to reproduce:

Today when it occurred, I was composing a message on gmail. Other times, it has appeared when I am conducting a search on Duck Duck Go. Please make it go away. Very annoying.

Actual results:

Push notification for Welcome screen to RegretsReporter appears while I am trying to work. I have already agreed to participate. Not using YouTube at the times it appears.

Expected results:
