Add functionality to observe when a rule has been matched, for debugging + declarativeNetRequestFeedback permission.
This functionality is only available to temporarily loaded extensions, consistent with how Chrome discourages the use in production by limiting it to unpacked extensions: https://developer.chrome.com/docs/extensions/reference/declarativeNetRequest/#event-onRuleMatchedDebug
