See bug 1736260 for comments. Was suggested to also open issue as a new bug, as it also affects 91esr.
Actual results:
DoH remains on, despite settings showing it's off.
Expected results:
DoH should remain off, if setting show it's off.

Changing the status of this bug to new since fixing Bug 1736260 wasn't reflected on Firefox 91esr.

It's not clear to me what, if anything, we can do about this on esr. Do we just need to backport the patch in bug 1736260? Is this just a display thing in about:networking, or are we actually using this stuff?
Moving to networking as none of this actually seems to be about the preferences UI. :-\

I think we established in the other bug that DoH is actually turned off, it's just that the DoH URL that we WOULD use is visible in about:networking.
about:networking is not a user-facing interface nor is it something we ever recommend to users to check status beyond e.g. troubleshooting.
So I don't think there's a new bug here. I don't think there is much value in backporting the patch that adds the DoH mode to the UI.
Closing WORKSFORME since the issue described is a cosmetic ambiguity and not truly a case of DoH being wrongly turned on. If you disagree please feel free to reopen this and restart the conversation.
