Steps to reproduce:

Enter a bug and attach a big file (more than 20MB) before submitting it.
Then, submit it.

Actual results:

No error message is shown, instead a blank page opens.

Expected results:

In "the attach a file:" row, i expect a label that says something like "maximum file size allowed: 10MB". Also, when i submitted the bug, i expected some error message.
