Since Bug 1688607 was fixed, CC autofill didn't work at all before

Tested on:
MacOS 10.15

Preconditions:

• browser.search.region DE
• extensions.formautofill.supportedCountries DE
• download latest Firefox Nightly with region locale (switch extensions.formautofill.available to "on" for testing non-Nightly builds)

Steps to reproduce:

1. Reach the payment form on lufthansa.com
2. Click on any of the card number fields and hover over CC options from the dropdown

Expected Results:
The Credit Card type and Expiry Month and Year dropdowns should be previewed as autofilled.

Actual Results:
Only the credit card number fields are previewed.

Reproducible on Chrome: Yes

[US locale] This issue also reproduces on www.aliexpress.com on Firefox 98(20220302164716), Nightly(20220303094735) on Ubuntu 20.04; credit card expiry date will not be auto-completed with autofill active; i also checked on a zn-CH locale with the proper configurations, but it still reproduces. Other online shopping platforms such as ebay and amazon are unaffected.
