Currently, we're hiding Depends On & Blocks relationships between public bugs and private security bugs, but we are not doing so for "See Also" and have additionally seen unexpected leaks in emails.
Therefore, the advice in our Security Approval Page that we should avoid linking is soon incorrect. However, we should only change our advice and continue our engineers to exercise caution as long as we have those leaks mentioned above.
