Steps to reproduce:

Open a VP9 encoded video on youtube, with a computer with VP9 hardware decoding (my computer is an Inspiron with Radeon Graphics.
For example this video : https://www.youtube.com/watch?v=1Irg5rndzcM

Actual results:

GPU consumption is almost twice on Firefox than Edge.
For example, in 1080p60 fullscreen, GPU consumption is 25% with Firefox, 13% with the same video on Edge.
I checked, the video is encoded in VP9 on the two browsers.
I disabled all extensions, but the results were the same.

Expected results:

GPU consumption identical or similar between the two browsers.

The Bugbug bot thinks this bug should belong to the 'Core::Graphics: WebRender' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
