Steps to reproduce:

Mozilla/5.0 (X11; Linux x86_64; rv:97.0) Gecko/20100101 Firefox/97.0 ID:20211216163155

1. MOZ_ENABLE_WAYLAND=1 ./firefox -ProfileManager -no-remote
2. Maximize the Firefox window.
3. Install uBlock Origin
4. Open the preferences
5. Move to [My rules] tab
6. Mouse over the [⇛⇚] button located at the bottom center.

Actual results:

GNOME: The tooltip disappears in an instant.
KDE Plasma: The tooltip does not appear.

Expected results:

As in the xwayland environment, a tooltip [Toggle locked scrolling] appears.

When I was reporting, I completely forgot that tooltips are used everywhere on the web.
This issue can be reproduced on any website that uses tooltips, not just extensions.
For example the last bug number (currently 1538435) of https://bugzilla.mozilla.org/page.cgi?id=user_activity.html&action=run&who=stransky%40redhat.com.

As the reporter, I confirm that the latest Nightly cannot reproduce the problem.
