Firefox does not follow "always show scrollbars" setting in Windows 11

Steps to reproduce:
Open Firefox Nightly on a machine running win11
Open a page that shows scrollbars
Open Windows settings > Accessibility > Visual Effects > Select "Always Show Scrollbars"
Actual results:
scrollbar did not expand
Expected results:
scrollbar should have expanded

The Bugbug bot thinks this bug should belong to the 'Core::Widget: Cocoa' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Could you attach a screenshot of what you're expecting to see? From what I can tell, File Explorer and/or Task Manager don't "expand" scrollbars either.

I believe that is a bug in Windows 11. In Windows 10, enabling that setting ensures all scrollbars stay in their hovered state forever. You can see what I mean here:
