1747340 - PDF Context menu Save Link As opens external app after download

[Description:]

When using context menu to save a PDF, the file downloads and then is opened with the default PDF viewer.
Follow-up from bug 1738129 and possible duplicate after bug 1741431, but logging it anyways since it's the PDF case

[Environment:]

Windows 10, Mac 11, Ubuntu 20.04
97.0a1 2021-12-22

[Preconditions:]

new profile (default download settings)

[Steps:]

1. Access https://bugzilla.mozilla.org/show_bug.cgi?id=1738129
2. From comment 0 right click on the linked pdf and save as
3. Proceed to save.
4. From the about:preferences / General / Applications, set the PDF to use Always ask
5. Redo steps 1 +2 + 3
6. From the about:preferences / General / Applications, set the PDF to use system default application.
7. Redo steps 1 +2 + 3

[Actual Result:]

3. File is downloaded and opened with the external app.
4. File is downloaded and opened with the external app.
5. File is downloaded and opened with the external app.

[Expected Result:]

3. File is downloaded and opened with nightly( pdfjs)
4. FIle is downloaded and not opened.
5. File is downloaded and opened with external app.

[Note:]

Not sure though if a save as action should actually open the file, regardless of the download preferences. Similarly the in content Save As doesn't open the PDF, but arguably that makes more sense since you already have it open.
