There is a section of BUILDCONFIG.gn that eventually goes away upstream. Removing it now does not change the output of our build file generation. Removing these lines also makes generating build files on OpenBSD possible using a more modern version of gn.

This allows generating libwebrtc build files for OpenBSD and does
not change the current build output on the other supported
platforms.
