Using oct14 commercial trunk

Seth asked me to log a general bug to clean up the filter log display format.

The display is currently implemented as 4.x was, not exceptionally readable by
the average joe/jane.

One issue I noticed is that we don't show an action value except when the filter
action was a move to folder.  So, for instance, a label filter just logs that a
label action was applied and not what value of label was applied.

Laurel, are you refering to the actual data itself (vs the window its displayed 
in)? What would you prefer? Data organized in columns maybe?

I think it should be stored in XML or some other format, and be displayed in
columns, as jglick suggested. This way, the log file itself will be independent
of the locale, and will be compiled each time using the active locale. 

Adding keyword "l12y", since this comment suggests not using hard-coded strings
in the log-file.

Maybe a HTML table would be enough for start so that we can use the <browser> element to render it. a XML format would need a parser to show it in the filter log.

I don't think that improving the log format is a useful activity at the moment.
