Steps to reproduce

1. Open Firefox with a new profile and Customize toolbar.
2. Go to a random page and click on Bookmark this page star icon.
3. Click on the Customize tab.

Expected result

• The bookmark message is displayed under the toolbar.

Actual result

• The bookmark message is displayed inside the customize content page.

Sure thing. It seems that the message is displayed where the library button is located inside Customize menu. Running a regression range with browser.proton.enabled on true points out to bug 1692214. If more information is needed please let me know. Thanks!
