1748720 - Extract some of the sharable parts of devtools' Highlighter code to toolkit

As the new Screenshots overlay is using the same anonymous content document approach as devtools' highlighters, it makes sense to build a new element-highlighter for the Screenshots component in a similar way. In practice - and to avoid too much code duplication - this will probably involve extracting some of the sharable pieces of the devtools' Highlighter into toolkit where Screenshots can use them.

We'll need to coordinate with the devtool's team as all their highlighters will also need to be changed to use the new module at the same time.
