The Screenshots extension provides the ability to highlight the outlines of elements on the page as a way of selecting the area of the page to screenshot.
Telemetry shows that this method is used roughly 40-50% of the time, so it is a must-have for our port to a browser component.
We should shoot for the same feature and UX as the current extension implementation.

As a first pass, we should just highlight elements in the top document, and not attempt to descend into iframes - though that is a requirement we'll need eventually.
