STR:

1. Paste the following URL syntax into Firefox https://mozilla.zoom.us/wc/join/MeetingID
2. At the priming screen, attempt to change the camera

Expected Results:
Available cameras are enumerated, allowing the user to change their camera preference prior to joining the meeting.

Actual Results:
Participants are unable to change their camera until after joining the meeting.

In Zoom's webclient priming screen, enumeration of cameras is not supported until Open_Video_WebSocket_Connect is enabled..which doesn't occur until after a user clicks "join"

With my amateur digging, this is highly likely a close cousin to 1609427
