We still want to ship OffscreenCanvas for partners who want to opt in, until we are ready to ship the whole of OffscreenCanvas (particularly Canvas2D + text operations). Let's update our prefs to allow:

  1. Force enable for all domains
  2. Enable for domains on an allowlist, also in a pref
