In the root message manager or any protocol specific module we have to know when a window global message manager has been finished initializing. To accomplish that we could send an internal event, which also means that protocol specific modules which send events have to be marked as protocol events.
I most likely going to use this feature on bug 1694389 for the browsingContext.contextCreated
event.
