The scrollbar background is displayed to large when using aqua visual styles, as
shown in screenshot at the url. Not sure if present in other visual styles.

I have been looking into this behaviour and have noticed that phoenix has some
strange policies regarding scrollbars. Firstly, scrollbars in xp and microsoft
applications are drawn with a background image, made up of the upper background
and lower background, phoenix however only uses the upperbackground image.
Secondly the scrollbar background should normally start from the point just
after the scroll arrow button but in phoenix it starts from the top, behind the
scroll arrow button. It seems Phoenix doesnt follow this set of rules for xp
apps. Secondly, this can be reproduced on windowblinds which is an app made with
full microsoft backing and access so ms think scrollbars should work the way i
