175004 - bookmark list won't keep scrolling even if there are more bookmarks listed than can fit on the screen

Bookmarks listed in either the root directory or flyouts do not keep scrolling
in Windows XP even if one holds the mouse on the icon at the bottom or top of
list. In order to scroll the list one must keep wiggling the mouse so that it
keeps leaving and entering the area.

I have tested this in these resolutions
(800x600, 1024x768, 1280x1024 and 1600x1200)
it is repeatable in all of them.

I have Windows XP SP1

Reproducible: Always

Steps to Reproduce:
1. Load a bookmark list with too many bookmarks to list on the screen
2. Start scrolling the list
3. After it stops within the first two marks scrolled, keep wiggling the mouse

Actual Results:  
list stopped scrolling and ignored mouse movements until it had exited and then
reentered the area then it scrolled another mark (1 mark per scroll about) and
stopped again.. rinse.. repeat :)

Expected Results:  
Smoothly scrolled through the saved bookmarks without having to use wiggling.

I will attach a sample bookmark list to illustrate the problem. I did not find
any exact duplicates (could be my search skills though I checked on several
combos) the closest match was this bug: 45700. It is not, however, the same thing.

I would like to point out that for me this is more than a major bug. It is
currently one of only two things that keep me from using ONLY Mozilla as a
browser. You folks have done incredible work and I really, really want to see
Mozilla as the only browser used on my computer (well, as much as possible).
