This is an follow-up of Bug 1728871.
In Bug 1728871, we'll use remote setting to serve the Safe Browsing data. The plan in Bug 1728871 regarding how we update the SafeBrowsing data still follows the design of V2 protocol - Periodically check if there is new data available. However, with remote setting, we can only trigger an update after receiving the sync event from the remote setting.
